The transactions between E & P and GRA is purely a normal business transaction especially when you are working on a Government contract.
Engineers and Planners imports equipment to execute the Tamale - Salaga road project for government. They agree with Ghana Revenue Authority to spread GHC16 million duties and taxes imposed on the equipment over a 12month period, and to pay from contract certificates paid by Ministry of Finance. Engineers and Planners are to pay the deferred taxes with interest. This are facilities GRA extends to many Ghanaian enterprises and even some foreign company as well.
If actually Kennedy Agyapong got his money from hard work and good business practices, he would understand that this is just a normal business transaction, and that he should not under normal circumstances be talking about prison sentence in this case.
The arrangement works perfectly and bankers drafts are paid to GRA in exchange for post dated cheques deposited by Engineers and Planners.
Enter the new NPP administration . They suspend payments on government projects until they have presented their budget. As a result of this Engineers and Planners Certificates of almost GHC20 million remain unpaid. Government owes Engineers and Planners GHC20 million. Engineers and Planners owes GRA GHC11 million. Simple matter. Pay E&P and they'll pay GRA. What is EOCO's matter in such a case. And I'm informed Engineers and Planners still have 8 months according to the agreement to complete payment.
By the GRA's payment schedule with Engineers and Planners, the amount outstanding according to the agreement by April ending is GHC2 million.
What I still don't understand is how EOCO would say Ibrahim Mahama should hand over his passport to them. Common sense will tell you that the equipment they imported are still in the Country and they would be more expensive than the arrears left to be paid. Apart from that E & P has other investment worth hundreds of millions, if not billions. That would include his latest addition, the Cement Factory. One of the biggest in the subregion.
My conclusion,
1. In the case of Kennedy Agyapong, I can conclude without any fear of contradiction that he is just envious of the achievement of the young man Ibrahim Mahama. One of the laudest secrets in Ghana today is about how and where Kennedy Agyapong got his self admire wealth from? At least brave people like Alhaji Bature and Kofi Adams have confronted him on national Television about his involvement in Drugs. If what their are saying is true, which I have no reason to doubt them, then the GRA and EOCO should rather be following him (Kennedy Agyapong) not Ibrahim Mahama who we all know the sources of his wealth. If you want to know more about Ibrahim Mahama, please just Google his name.
Kennedy Agyapong simply cannot fantom how anybody can be richer then him, especially a Northerner (Papani) like Ibrahim.
2. Unfortunately the Government has also falling prey to Kennedy Agyapong's desire to destroy Ibrahim which falls in line with the Government's own plans to make sure they destroy all the Former President Mahama's Legacies, and ruin the possible chances of a return to power by President Mahama or even the NDC. And to justify their tug of corruption against President Mahama and the NDC.
a). The President Nana Addo's side of the NPP believes that Ibrahim was involved in their leadership problems in the NPP before the 2016 elections. They believe he sponsored K Agyepong the suspended General Secretary of the NPP and Paul Afuko the Suspended Chairman of the NPP. So they are showing him where power lies.
b). The interesting part of the whole story is that until his brother (President Mahama) became the vise President and onwards to become the President, Ibrahim Mahama was seen more as an NPP sympathizer because of his closeness to President Koffuor and has family. Ibrahim's mother was a known NPP person (She's passed on. May her soul rest in peace) and a very good friends to the Koffuors, and she is from the Tamaklo family a known sympathizers of the NPP in the Volta Region.
