Free SHS should not be wholesale. At least there must be conditions attached. The following conditions could suffice:
1) There must be a cut-off point for those who want to go to secondary or technical/vocational institutions. Aggregate 20 for those going to secondary schools and 30 for those going to technical/vocational institutions. Note: this does not mean that those who go to technical/vocational schools are low grade students. You know, subjects taught at the primary and JHS level are academic in nature and so those who have interest in technical and vocational courses are always left out. It is possible that if technical/vocational courses were started at the primary school level, those with low grade would have excelled better than their secondary school counterparts.
2) Special consideration should be given to students from outside the regional and district capitals.

I think it's appropriate that on this occasion the ethics committee of the national media board gets involved and investigatethe reporter and apply sanctions if found to have misled the reading public.

Never again underestimate the intelligence of the Ghanaian. Nothing other than Free SHS-Free Technical and Vocational education with BOTH BOARDING AND DAY, FREE breakfast and LUNCH for Day students and zero payment by parents will satisfy we the good citizens of Ghana. Remember, we are all Citizens as you commanded us to do and so are not spectators and we will never again be spectators.

Ofcourse,there are programmes around the world that allow failed students to continue schooling by different orientation.
The Minister should know that if some average or below average gt out from school,they will not come back again.
Fortunately,some may stay home a year then sit the exams again.There are also systems around the world where students who failed to pass the average are allow to continue.
I think it's about time the Minister of Education enlighten us about the failures.Thank you.
