  In short, it does not.
  
  I do agree there should be no VAT on "Life-saving medicines" like HIV and Cancer medications or medication that is hard to manufacturer in Ghana but extending it to all medicines imported will simply discourage anyone to invest in manufacturing in Ghana.
  
  In fact, duty should be put on common/OTC imported drug items so as to encourage more to rather manufacturer them in Ghana.
  
  But I do understand lobbying is very strong in this country hence it might happen but would not be a good decision for the long term prospect of Ghana future.
  
  Lobbying: A group paying money/gifts to lawmakers so that those lawmakers create laws in that group favour.

  Scrap VAT on everything. It is a tax on poor people and should be scrapped entirely. The lost tax receipts could be recouped by collecting the full tax from huge corporations. These companies should not be allowed tax exemptions whilst poor people struggle to buy the bare essentials to survive.
