This is amazing indeed. There are two types of foreign accounts. Somebody generates his foreign exchange outside and decides to deposite in Ghana This boosts the country dollar reserves. 2. Someone earns Ghana Cedis in Ghana, changes Ghana Cedi into dollars and banks the dollars (ideal for corrupt officials and i believe it can only happen in Ghana.

Solutions
If you generate the money outside, save it as dollar in America or tax free offshore where you earn interests; which is very simple indeed and the government cannot control.

Let the government demand the 9% on the second type of the dollars accounts which they can control and nobody will tell them how stupid their cheap policies are and is not far fetched.

This is no politics, very practical and I believe the Governor is shaking by now after reading this
