I think they are just wasting the workers time .They know where the problem of ghost names are coming from.Has anybody ever heard of a head of department being held responsible for allowing ghost names on their pay rolls?

Simple!. Why go back and correct a list that clearly shows misappropriation of funds. May I ask this: So if you are a worker and your employer mistakenly double or triple pays you AND you don't send it back, should you be fired or not?
