This is because Chelsea's Midfield, for example, is not very resourceful now, and could have any striker forced to fall back every now often to retrieve or collect balls before carrying it forward to seek a goal. The work load would be too demanding and curtail the striker's shots at Goal.
In Napoli, the Goal poaching efforts is kept very much alive with a never-relenting Midfield and Defense that quickly supplies the balls upfront. Their Strikers therefore remain mostly free to do what they know best to do..take a good pass and shoot at Goal. Little manouvering would then be needed to outwit the opponents Defense.
Everton is at its best form in decades. But the Team still has lots of work to do at Defense and Midfield, too. Majid would have to do more to outshine his reinvigorated peers in the front like Felani.
Chelsea's current style of Play, unless the new Brazilian, Oscar, is fully allowed to roam wild, support and link with Majid and Torres, hampers the full exposition of a Striker. Torres doesn't seem to like pairing up with any other in the front. And the Team seems to have adopted that one-man frontal Striking machine that Torres loves. But that strategy is easily eclipsed by the Defense of the Opposition when it matches the Striker boot-to-boot. Meanwhile, Torres doesn't move around as much as, say Christian Ronaldo does to outrun and outwit his Opponents. It is only when Torres rapidly interchanges positions with his peers in the front, almost imperceptibly, that Chelsea could benefit most from his striking abilities. If Majid goes to Chelsea and finds himself playing as Torres does in the same formation Chelsea seems to be stuck with, he would be numbed to less effectiveness and lower his premium worth.

He will not get the chance to play regular football and he will be waisted on the bench.
