a major policy statement such as this should have received the blessing of the implementers or at least their inputs before coming public.

Since every school has a perculiar problem, it now becomes very confusing what actually is going on. Is an NPP government going to take heed of these differences in fees? S how do you standardize the fees. Its in impossible. Government should focus on needy schools instead and help lift them to the standard of the others.
