Tell Woyome and his aide that even the 1st sentence in the letter quoted above was a disclaimer.
If the term sheet was to be brought to the Ministry for consideration, then it was not a FAIT Accompli.
It was for consideration and it could be rejected.

This is how thieves behave- they leave loopholes through which they can escape
