UEW Chairman of council promoting himself is conflict of interest – Dr Apaak

Member of Parliament for Builsa south and former Presidential Staffer during the erstwhile Mahama administration has criticised the Chairman of the Council of the University of Education, Winneba, Associate Professor Emmanuel Nicholas Abakah for promoting himself to a professorial rank.

Dr Apaak, an academic, believes the step is wrong and that, he has breached the statutes of the institution

“The rules of promotion in the UEW Statutes are simple, submit your application for promotion at least 12 months (1 year) before your date of retirement. Associate Professor Abakah failed to meet this requirement so the Registry didn’t accept his application. His application didn’t get to the Registrar within the time limit prescribed by the Statutes. He applied in December 2013 and retired in September 2014. Just 10 months instead of 12 months to retirement!!!!” said Mr Apaak.

It is the sole responsibility of Council to promote staff to professorial ranks so how can the Chairman of the same Council be promoted to Professor?

Promoting yourself? Wawooo!!!! Wawooo!! The Chairman of Council Associate Professor Abakah has promoted himself to the rank of Professor!!!

The rules of promotion in the UEW Statutes are simple, submit your application for promotion at least 12 months (1 year) before your date of retirement. Over five clear years after retirement, when he became the Chairman of Council, he ordered the Statutes to be breached so he can promote himself!!!

Note that Prof Asabere was the VC and Dr Akwaa-Mensah was the Registrar when this application was submitted!!! Prof Asabere and Dr Akwaa-Mensah respected the UEW Statutes by not processing Abakah’s late application for promotion.

Prof Afful-Broni and Surv. Osei-Berima have ignored the UEW Statutes!!!! They revived a 5-year old application that fell short of the rules in the Statutes and processed it for Abakah to promote himself. Order from above!!

A clear case of “Scratch my back and let me scratch yours!!!”

Yes. Look at the letter. The Council chair has promoted himself and backdated it to 2013. It’s not just wrong as in conflict of interest and against practice but is corrupt too. This may partly explain why he as Council chair can’t challenge the unjustified and unlawful actions of the VC, including the recent dismissals of lectures!
