Only PPP with Nduom at the head has complied. They even filed audited accounts soon after the 2013 elections. Ask Mahama and Akufo-Addo and the rest where they got their funds from. Change must come to Ghana. Really.

It looks like it's more a matter of enforcing existing rules than instituting new ones. If the old rules are difficult to enforce, then they may need to be tweaked a bit. Even if a cap is imposed on election expenditures (which must be done), our politicians will quickly find a way of circumventing them. So the question is more how we get them to comply with whatever rules may be made. If the EC has the guts to ban disqualify politicians, including presidential candidates, from taking part in an election (like was done to Nana Konadu who was banned because of inadequate tax returns - something the NPP bigwigs tried unsuccessfully to help Nana Konadu with by pulling strings in order to get her to stand and split the NDC vote), these politicians will learn a lesson. For instance, Mahama, in his re-election bid can be banned from standing if his party does not obey with all the disclosure rules, say, a week from polling day.

Prof, what you are proposing is worthwhile but will parliament take up such an issue? I do not think so. Had Parliament taken its oversight responsibilities seriously, there would not have been too many Executive abuses.

Only few parliamentarians care and whichever party has found itself as the majority has always done the bidding of the Executive.
In some of the happenings in our country - corruption, cronyism, electoral malfeasance, etc. the citizenry should rather be demanding action. We should form a pressure group, untainted by local partisanships, to press for some reforms of the system. We have all ceded the space to sycophantic party operatives and press. Left to them alone, nothing will change.
We should collate ideas on some of the required reforms, complile them into a document for presentation accompanied by fanfare that will grab attention.
Please think about this and let us organise to save our mother land.

Professor Asare, the proposal of imposing campaign spending limit is a good one. Unlimited campaign spending by Parliamentary, Presidential candidates and political parties perpetuates political corruption and undermines the integrity of the country's electoral process. However, will a cap/limit on campaign spending alone, necessarily change how political campaigns are funded in Ghana? Will a cap "limit" the advantages of incumbency which inevitably influences the outcome of elections at certain times?
In the context of Ghana's politics, the challenges have always been the Regulation and Enforcement of such proposals. For example, clearly, Article 55 outlines several mechanisms to ensure transparency and accountability in political party contributions and spending, but it seems to me the problem is poor regulation and enforcement by the Electoral Commission and the Auditor General.

Spending caps must be a laudable thing if it should give all parties an even playing field.If that is possible then why not but not if the idea is to give undue advantage to certain parties who because of the wealth of its leadership can take advantage of the cap and its source to the disadvantage of the other parties.
The PPP has been a vocal advocate of elections finance laws and sources of parties income generations.We know that Ndoum is a wealthy man and can show the source of his parties finance but what about the smaller parties who have no known financiers and may generate their their income from elsewhere.If the cap is to create a fair balance among parties fine but I am afraid the motive behind the Ndoum camp is to stifle and use the laws to disqualify some of this smaller parties.For example he talks of a percentage of offices that a political party must have across the country to justify its existence as a political party.Is it not a ploy to disqualify his competitors.
As much as I see Azar's points, efforts must be made to ensure that the enforcement and capping of finance and electoral rules are not to the disadvantage of the smaller parties as is been advocated by Ndoum
