The Finance Minister has disclosed to parliament that the ruling government has through the Infrastructure for Poverty Eradication Programme (IPEP) purchased 307 ambulances for distributions to the various districts across the country.

The Infrastructure for Poverty Eradication Programme (IPEP) is one of the flagship programmes of the government that aims at eradicating poverty and minimalizing inequality, especially in the rural and deprived communities through the provision of basic infrastructure.

The programme provides the framework for disbursing the special fund of the cedi equivalent of one million US dollars annually to each of the 275 constituencies in the country to be invested in priority development projects of the constituencies and other government priority initiatives such as One village One dam, One District One Warehouse.

IPEP adopts a bottom-up approach rather than a supply-side approach of development by ensuring and encouraging people to be involved in community-level decision making in relation to their needs and identify exactly what needs to be done in their locality. IPEP provides opportunity for people (grass root) to get in involve in governance and development processes and ensures that problems or needs identified by the people through a constituency infrastructure needs assessment are tackled head-on. What is therefore considered as a need or problem by the people, is what the programme seek to address.

IPEP is being administered by the Development Authorities created by an act of parliament i.e. Northern Development Authority (NDA), Coastal Development Authority (CDA) and the Middle Belt Development Authority (MDA).
