What good is it to make such a bogus and ridiculous depreciation comparisons over a 48-yr time horizon, involving the Cedi and the GBP vis a vis the USD, just to arrive at a 2,000,000% eye-catching number for the Cedi? And I wonder why he chose to spend a lot time living and studying in Britain,[with only a 1.5% favourable record]and not some place else?
I think people can see that what we saw on display at the SC,was not as a result of sheer ignorance,but a deliberate attempt by a calculating and mischievious individual,to hoodwink the Judges and to pervert the course of justice! Yes Dr. Bawumia impresses those who are either in awe of doctorate degrees or those who cannot and do not read other subject matters to familiarize themselves with facts and fiction. Dr. Bawumia carries the NPP brand of lies as a shield of honor and thus used statistical methodology and population sampling in his 2012 election contest presentation and most of Ghana dumb and even dumber people were flawed. Statistics and statistical methods are not reserved for economists only but in other actuarial sciences, the insurance industry and other financial realms.
Dr. Bawumia is attempting to duplicate the same fiasco here with his comparative analysis and conclusions in which he dishonestly compares Ghana’s currency and other economic indicators with civilized developed Western nations while failing to adequately compare Britain and USA to establish needed base markings for his follow-up comparisons. It is when these base markings are established he could have done an honest job comparing skewed results from the USA/Britain numbers and say Ghana/Nigeria numbers to show weaknesses. Instead he chose to compare Ghana, a developing nation’s economic indicators with well established civilized western nations like the US and or UK. Should we compare Ghana’s tax systems, revenues generated from tax collection, business climate, and industrial productivity with those of the USA or UK and call it a day?
Instead of taking lessons on fairness you’ve once again opted to promote the very dishonesty that is all too familiar in your neck of the woods when it comes to your tribesman Dr. Kwame Okoampa-Ahoofe. If you are critiquing a paper or presentation, you have to do one or more of these:
• You fault the data (either because they are wrong or non-existent), and hence discredit any conclusions from it;
• You show that some part of the data or its processing is wrong and that this affect the conclusions or that the conclusions are still valid irrespective of the flaws;
• The data is correct but the interpretation to support the conclusions are wrong or rather the conclusions are not supported by the data; or
• The data is correct and the correct interpretations have been made to support the conclusions.
I am struggling to understand which of this the article is doing.
Dr Bawumia said that we are charting an unsustainable economic course and that we need to admit this to be able to re-orient ourselves. He said this has led to, among others: decreasing real GDP; increasing inflation, double digit current account and fiscal deficits; large and increasing central bank financing of government and growing public debt stock. Do you share these concerns or not?
Now coming to the ‘minor’ indigestions you raised:
• By absorbing the black market into the formal sector of the financial market makes it more likely that fluctuating exchange rates are influenced by economic fundamentals other than any other extraneous factors;
• Dr Bawumia acknowledged that all periods of rapid depreciation of the Cedi have been underlain by fiscal indiscipline by successive governments. He restricted himself to 2014 due to the lecture topic and the fact that in 2014 the Cedi has depreciated rapidly over a very short period. He has, in last lecture, addressed the historical trends and causes.
• The lecture was about the Cedi and not the East African Pound. If you want to do something to halt the slide, you make comparisons to the best and not those who have similarly messed up. In other words you seek to level up rather than level down.
• Productivity and job creation are not mutually exclusive. You can pursue both; after all productivity is achieving more per unit of labour. You can choose to do more with more; to do more with less or any permutation in-between.
• Dr Bawumia never mentioned scrapping tax holidays. He was referring to preventing leakages through tax exemptions. This is the practice where political actors import items under the guise of the presidency or ministries to avoid paying import taxes. President Mills spoke about this but did nothing concrete to tackle the issue.
• By the key ministries, Dr Bawumia was talking about ministries that oversee investments in the economy. They have to grow the economy before the ‘consuming’ ministries can spend.
I think I have said enough about these ‘minor’ indigestions.

Tax exemptions are tax exemptions. in plain English, it means, NOT paying tax or Only a proportionate level tax over a set period - so I am struggling to understand which part of that is leaking. It isnt like Company's were asked to pay tax, some were paying and others are not in which case, the basket is not catching them all, so, Thats a leakage. But when companies are told legally not to pay tax or some tax, thats NOT leakage. Come again sir!

One is an end, the other is a means, so you cant argue for both to be viewed at par. You can achieve full employment with zero productivity because the quality of the labour is crap. As to the conclusions you are asking me to make, I am sure if you had read my article well, you would have read that quite clearly in my introductions and in my conclusions. Or hey, even go back and read everything else I have written.
As a professional, I am grateful for your discourse, but I am afraid I wont be pursuing any further sidetracks from this debate. The intent of this article (again if you read the 3rd paragraph of it) would have told you that in general, the article was only intended to underline those areas that required a defence.

I really do not know you so I cannot be the one to detail your qualifications. You were the one who said you were an accountant.
I have nothing to gain by defending a 'flawed' presentation. On the other hand if you think the broad thrust of the lecture was right, that is what should occupy so that we can all be part of searching for a solution.
You realise that most of the comments here so far have latched on your critique to attack Bawumia. It is also quite conspicuous that you have not responded to any of them, which are trying to take you off what you intended. That is curious I must say.

And I do agree I find it interesting that this discorse has turned into a tool to latch at Dr Bawumia. i dont know the man personally but respect some of the analysis he made, much of which I also made in my article "The Dollarization of the Better Cedi Agenda". Sadly I am not a party bias so, its hard for me to take sides. And I wasnt picking on your points either, but they did indeed make good material for a continuation of the discourse. In any case, i wish I could reply to all the comments here - thats a bit of work.
As to my being an economist or not - I can only say that an Accountant has always been my first and foremost professional qualification. "Micro Finances for Development" from the University of Greenwich is where the economics comes from. Hope that helps.

Dep Minister of Energy in the Kuffour administration, over the 'Driilship Saga'. In several of his postings on that matter,Ohemeng insinuated he was privy to certain information,presumably from the GNPC or the Min. of Energy,which many of us lacked. But has he volunteered to appear before Justice Appau,to assist the Judgement Debt Commission?
We can forgive 'serial callers' and media 'mercernaries' like Kweku Baako;but we should not up with dyed-in-wool partisans,masquerading as objective, fair and open-minded intellectuals!

I am not a partisan intellectual. If I have nothing to back whatever I say, I will not be so categorical. At times, I ask questions so that the wheat can be separated from the chaff.
All that I wanted Mr Fekpe to answer, he has done. He agress that all is not well. There are several commentaries along the same lines of Dr Bawumia - Financial Times of London; Financial Mail; Fitch; Standard and Poor; Moodys; Standard Chartered Bank; Barclays Bank, IMF, etc. etc.

We always run to them including this particular government. Maybe if we run things differently, we can wean ourselves off them. Until we do that, our economic advisors do listen to them and meet them on regular basis.
I will advise you, if I am permitted to do so, to just not take anybody's words for the situation we are in. Just take reports from GSS, our annual budgets and BoG quarterly reports, analyse them yourselves, and afterwards clap for those who manage our affairs if they paint a rosy picture.
I will never be deferential to anybody but I hope I am educated enough to interpret data for myself.
