In densely populated areas, such as in the cities, people only have to travel short distances from their own polling areas to constituency centres. This is not the case in sparsely populated areas, where a constituency is made up of villages and towns with long distances between them and the inhabitants are generally very poor due to limited economic activity.
If the elections were taking place at polling stations, your argument, and that of Kwabena Agyapong, would be sound. But the elections are taking place at the constituency centres. It's unfair to ask poor polling agents living in rural communities to travel from their villages and towns to constituency centres by their own means. It's much worse that this decision was communicated only two days before the elections, while all along the practice has been to transport the delegates and committee had been set up to raise money for this purpose.

I listened to Kwabena Agyapong claim that voting is not compulsory and that anyone who didn't have the means to travel to the constituency centres can forget about voting . Consequently, he has decided that contrary to practice the party won't provide funding for transportation this time and that the party must encourage the spirit of volunteerism.
On the surface, you might think that Kwabena is taking an ethical stand. But if you look at it closely, his decision is born out of bad faith. First, unlike national elections, the NPP elections are NOT taking place at polling stations, but at constituency centres. In densely populated areas, such as in the cities, people only have to travel short distances from their own polling areas to constituency centres.
This is not the case in sparsely populated areas, where a constituency is made up of villages and towns with long distances between them and the inhabitants are generally poor. Thus, it's unfair to ask poor polling agents living in rural communities to travel from their villages and towns to constituency centres by their own means.
Second, why wait till two days to the elections to communicate this decision not to fund transportation of polling agents to constituency centres? Third, when the matter of lack of adequate funding was raised at the steering committee meeting, some of the executives suggested contacting the flagbearer aspirants to help raise funding, as was done in the past. For example, in both 2010 and 2012, the aspirants helped to raise additional funding to fill funding gaps.
But this time, Kwabena Agyapong opposed this, insisting the party should find better use for resources. Meanwhile, the Kwadwo Mpianim-led finance committed tasked months ago to to raise funding for exactly such expenditures failed to do its duty. At the same time, even until the very last minute, allies of Alan have been trying to get the congress postponed to buy him time, believing the longer the campaign period, the greater the damage they can do to Nana Addo and therefore their chances of upstaging him.
Incidentally, Chairman Paul Afoko, Gen. Secretary Kwabena Agyapong and election finance committee chair Kwadwo Mpianim are all in the Alan camp and have at previous meetings favoured postponing the congress to early December against the majority decision. As it has also become clear that Alan cannot beat Nana, there has emerged an agenda 2020 in which strategy the Alan camp seeks to scuttle Nana's chances in 2016, thereby making it easy for Alan, instead of Bawumia, to emerge leader in 2020.
As part of this strategy, the Alan camp also hopes that Nana's margin of victory is not too big to burry Alan's relevance in the party. Since, as recently claimed by Hilda Addo, the Alan camp believe they haven't had enough time to send their message across to remote constituencies, preventing such constituencies to come out and vote en mass might be one means to preventing an embarrassing loss for Alan.
Kwabena Agyapong's behaviour is therefore born out of malicious strategy. Nana Addo would be very foolish not to respond to the call for the flagbearers to help raise funding for the elections, even if his main rival refuses to do so. After all, Alan has nothing to lose in this year's elections. All he is worried about is
