THE ROOT CAUSE IS THE STUPID RAWLINGS AND ITS NDC that introduced a lazy-man's approach of educational sytem that encouraged "truancy" disdain for learning. You have inferioriy educated persons at the helms of all sectors of government and connive to survive financially thru evil means(selling exam questions etc etc).
THIS IS THE REAL PROBLEM.IT IS NOT THE WAEC PER SE

But what intrigues me more is that WEAC over all these internet/computer years have no DATABASE. I checked on their web site and the Data that they have can not even pass a class-1 project. Database that depends on your index number some 20 plus years cannot be said to be anything of importance and quality.

Yes WAEC has had its share of problems going back to the GCE 'O'and 'A' level era but bribery and corruption in Ghana is cultural and getting worse because we bought a bill of goods from those who sold us on the ideals of the 1966 coup but gave us a culture of 'get rich by fair or foul means' as the new national ideal.
I submit to you, Dr. Bokor, that the ideals of WAEC are far more superior than what they have in most nations especially that of the USA. Under WAEC construct/concept graduates from high school from one country or region could competently and are unquestionably qualified to assume identical post in another nation or region without anyone losing sleep over such transfer. The same cannot be said even in the USA where a high school graduate from different school districts within the same state may not be of same competence. Fix attempts by the NDC and NPP to normalize bribery and corruption in Ghana and you would solve all the dishonesty that surrounds WAEC; you must not throw out the baby with the bath water.

However, you have not mentioned any good thing about WAEC relevance in administering uniform standard scholastic assessment test to determine students' academic/career next step; its interstate bilateral nature; enhancing unformed educational system in West Africa; and so on.
In any case I agree in part that WAEC is fraud with exam leakages and other malpractices. I would rather call on WAEC to reorganize and modernize its structure and resources to continue to provide the much needed testing services.
