the other fundamental question is, does it reveal a measure of Akufo Addo's character, leadership abilities, and dedication to Unitary Ghana that because other governments over 2 generations failed badly to appoint dedicated, competent, and community-centered administrators to run the Administrative Districts in Regions, that Akufo Addo himself would inherently be incapable of, and/or unwilling to negate that disastrous trend?

The President clearly stated ONE FACTORY, ONE DISTRICT not ONE FACTORY, ONE CONSTITUENCY as the writer is slyly suggesting. There are 216 ADMINSTRATIVE DISTRICTS and with Local Assemblies and Presidential appointed District/METROPOLITAN CHIEF EXECUTIVES.
It is these Districts that the NPP said the would implement their ONE FACTORY, ONE DISTRICT plan in. It is also in the Districts that the proposed devolution of power through the election of CHIEF EXECUTIVES in 2018 is to take place.
The writer sets out to confuse the DISTRICT with the CONSTITUENCY of which there are 275. This clearly, for me, is a deliberate attempt by the author to deceive and cause mischief. Lungu is clearly another NDC propagandist who cannot even wait to see how the proposed policy is to be implemented and already he is criticizing it. A true sign of desperation, an empty GONG signifying NOTHING!
