If we must set up a Sovereign Fund, we should fund it with set asides from mineral. oil and other export surplus earnings. Just like we have Road Fund and GET Fund. Returns from any Sovereign Fund must be use to target social interventions. It does not make sense to set a fund collecting low returns just for the future generation. Such a Fund is there only to clear our guilt and it is hypocitical.
