What is the motivation behind Mahama and Nana's free SHS programmes. As for Mahama he wanted something to please Ghanaians in order to win elections at all cost. As for Nana, his vision is that no student should be denied access to SHS because of lack of money. This is what the NPP has been championing, since they believe a lot of BECE holders are qualified but due to lack of money they have not been able to enroll in SHS. This is the problem the free SHS is intended to tackle and so if Nana has started with first year students it is in line with NPP manifesto. After all second and third year SHS students have had access to SHS because their parents could afford it, which is why they are already there. Those who were qualified but could not go to SHS, and are at home, still have opportunities to reapply to enjoy Nana's free SHS.

NO student in the north go to school for free entirely. FREE SHS TO COST $1.2 BILLION (¢4.8 BILLION) A YEAR – KOFI BENTIL
The Vice President of IMANI Ghana, Mr. Kofi Bentil has disclosed to GhOne TV that the free Senior High School Program will cost government 1.2 billion dollars a year,i.e 4.8 billion cedis for form one to form three.
This postulation according to him stems out of a number of extensive researches that IMANI Ghana has done on the free SHS program.
Although, he acknowledged that the free SHS program is doable, he also admitted that it will be an opportunity cost for Ghana.
“The free SHS is doable but it means that Ghana would have to cut down on a number of things to roll out this program. But the question is what do we cut? Government must cancel some social intervention programs like the LEAP, GYEEDA, MASLOC among others depending on its priority areas to facilitate the free SHS. We have to also cut down on corruption, tax evasions and deal with all leakages in the system to fund the free SHS,” Mr. Bentil explained.
Mr. Bentil recognized that Ghana has what it takes to get the free SHS program running but ruled out the use of the heritage fund and expressed excitement that the Finance Minister, Hon. Ken Ofori Atta has retreated on that consideration.
However, he recommended the free SHS program should be progressive as lumping up all the other components together for a full start could pose a challenge.
“I believe this program must be progressively free. For example, we can start with SHS 1 for the time being and graduate to the other levels but l don’t think it should cover boarding for now,” he added.
In his opinion, if government does not pull up a tight plan to sustain the program it might get stalled along the way.
Discussing the funding of the free SHS on ‘State of Affairs’ on GHOne TV, the Project Officer, Civil Society Platform on Oil and Gas, Mr. Chideze Ezekiel also indicated the use of the heritage fund for the fee SHS policy was unlawful and defeats the purpose for its establishment.
He also recommended citizen consultation or engagement on how the program will be funded so that the will of the people will not be subverted.
“After all, the president said in his inaugural speech that we should be citizens not spectators. So we need to open the source of funding for this program to a national debate for a consensus to be reached for all stakeholders to be happy,” Mr. Chideze argued.
He also advised government to graduate the free SHS program from one level to the other while giving serious consideration to access and quality.
Both guest on the show, lauded the free SHS policy and urge government not to follow due process to make the program sustainable.

Those already in SHS are there because their parents could afford to bring them there under the killer fees of the NDC government.
The aim of the Free SHS program is to enable those,who though have qualified to enter SHS, but can't do so because of financials problems of their guardians.
So it is only fair that they start with the new academic year.
NDC were in power for eight years,apart from taxing everything,and even putting tolls on Kayayies,what did thfy do to alleviate poverty?
They were only thinking of themselves alone.

I had to do day labor to help my parents pay my school fees, because I was from Southern Ghana, and from poor home. The wisdom of Nana Addo, to implement free SHS for all Ghanaians, was born out of my particular situation, in which many Southern Ghanaians find themselves today. All the same to most Northerners who benefited from free SHS, Nana Addo's free SHS is a scam! May God bless this so called MP from Bongo! Even with the few you did not mention your source of funding because obviously the amount quoted in the budget can not cover any free school costs. Even in the north it is not entirely free education so he said NPP must come out to clearly tell how they will implement it and the source of funding this will clear issues. In fact the NDC' s approach was fairer because in that instance every student, regardless of their level, enjoyed financial relief. This assistance was to be increased gradually until the entire fees was taken off. That is the meaning of the progressively free shs. Now the NPP said that was not right but rather they were going to take off all the financial responsibility, so if now some parents are still going to pay is it not a scam as the MP said. These NPP supporters are under a spell from which they must be delivered.
