this idea of comparing salaries is just bullshit. resign from teaching and work in the BOG. first of all lets look at the case of the banks. you have private banks in the country some of whom are big international banks eg Barclays, Stanchart, Stanbic etc. they have CEOs in Ghana and have their pay policy. they are to compete with our public banks in the same market place and make profit. to ensure that the right caliber of personnel is maintained to compete effectively with these international banks, the salaries of the state banks must be similar to that of the international banks. again, the GRA makes over 10b ghana cedis annually, and u dont expect the ceo to paid like a teacher in the classroom irrespective of the qualification. no one is paid based on qualification but the work you do. your qualification can only get you the job but not performance on the job. the fact that someone works for a state institution doesnt mean that his salary must be the same as public sector salary. stop the jealousy and lets move on and aspire to reach those levels.

In the first place, the writer is NOT arguing that CEOs of these state institutions should earn the same as SSS teachers with the same number of years of service. Implicit in his argument is that the ratio of earnings is toooooo much. And he is 100% right on that argument.
Secondly, you cannot compare the earnings of private enterprises with those of state institutions. Everywhere in the world, earnings of bosses of state institutions are lower than their equivalents in the private companies.
The writer's comparison of the salaries of the governor of BoG and his counterpart in South Africa is very apt. The SA economy is bigger than ours. If you argue that BoG makes 10b cedis annually (from what?) it may stand to reason that the reserve bank of South Africa makes multiples of that. It doesn't tell well on us that the SA governor earns a tiny fraction of the salary the Ghana governor earns.
The Ghanaian CEOs he mentions in the article are no star performers at all. For each of the posts that he mentions, there are 100s of Ghanaians who can do the same work even better at a fraction of the salary. As a poor country, we should find that guy who can perform equally well at less than the salary. Do you really believe that the current Bank of Ghana governor is doing something that at least 20 Ghanaians cannot do even better?
There is something awry about manpower allocation in Ghana. The said CEOs got their jobs mainly through political connections. Their tenures of office are not related to their performances. There is no pressure on them to meet any performance targets. The previous Governor of BoG, Wampah, resigned because the monetary direction of the economy was not going well. He may have been adopting the wrong policies. His resignation is rare in the Ghanaian context. But it may have been proper.
Yes, CEOs should earn a lot higher than the median income in the company they are heading. But this ratio in Ghana is toooooo big. That's the crux of the matter. And it has nothing to do with socialism.
Now, let me stop. I don't want to re-write Osei's article. His piece is good enough.

I personally don't see any valid argument where the CEO of any state institution should earn more than the HE the President of the Republic. Luther, do think this makes sense? He who is thinking nationally how Ghana should be run; who has to decide who to appoint as CEO of GRA should earn less than the CEO of GRA that he appoints. To me, this is unacceptable. There must be drastic changes as quickly as practicable. No head of state institution should be paid more than the President of Ghana.
