If it is within the prerogative for the president to substitute category 1 holidays, then he can choose not to do such substitution.
The last of your suggestions is the most pertinent and most directly related to productivity increase. All holidays that fall on weekends must be observed on those days! There's no need to declare an extra day free of work if we are a serious nation.
Another thing should be that there's no need for us to spend our Independence Day by asking school children or the military to parade in the hot sun and march past anybody. The day can be spent on activities like lectures, film shows, etc.
