Self control, for all of us including the Police, means release from the bondage of of uncontrolled and thoughtless behavior.
Control is the opposite of freedom. It steals the freedom of the controller as well as the one controlled. No one grows emotionally, intellectually, or spiritually if energy energy is being expended controlling. Trying to control the minds and speech of others is a game no one ever wins. The police administration instead of trying to control speech should rather learn the benefits of self control and as they learn they will choose it more often and will teach others how to do it and they will be better able to direct their energies and do something better with law enforcement
