Do the chiefs pay tax on the numerous properties they sell esp landed properties? You just have extra monies to share so you will add this as top up to these unpatriotic chiefs

A simple way to do away with all land ownership disputes, responsabilise chiefs to play effective economic roles and and widen the state net revenu. Play the game according to rules.
