Also to qualify for the SIXTH FORM to pursue A LEVEL, a student needed to pass the O LEVEL EXAM. I therefore don't understand why passing an exam at the JSS LEVEL before a student gets admitted to SSS LEVEL should be a problem in a country that wants to develop the country's human resources using the vehicle of QUALITY EDUCATION. In effect the bedrock for measuring the effectiveness of any education system is through the vehicle examination-whether free or not free.
