Given her experience as a former Vice Chancellor, her performance as educational minister was abysmal and did not exhibit that wisdom you allude to. She supervised the overnight conversion of Polytechnics to Universities without qualified staffing and facilities. Imagine her deputy Ablakwa, who graduated with a suspended degree, but President Mills appointed in charge of Tertiary Education.

SHE DIDSHE ADVISED THAT MOR SCHOOL PLACES BE BUILT FIRST BEFORE IMOLEMENTING FREE SHS. AT LEAST, AKUFU ADDO COULD HAVE COMPLETED MAHAM'S 200 SCHOOLS

Don't confuse this with SemesterThese people are confusing the double track thing with Semester. Semester just means that there are two terms in a year instead of three. Students attend school both semesters, with a short vacation in between.
