You have to take into consideration certain militating factors or circumstances that could thwart your efforts. Why do governments run budget deficits? It is because their prognosis regarding revenue did not match up with the reality. Take for instance the needless 8 months wasted on an evil unnecessary and frivolous election petition, that put a break on every economic activity. Yet all the secondary schools will write the same exams.And now instead of continueing to upgrade these schools, you now come to add 200 mushroom schools. They are uncompleted which means the money has been buried in the ground. Until they are completed they will remain in the soil. Work done, zero. And this is the way we continue to disipate the ghana money
