TOR, GOIL explore stronger partnership to improve fuel supply
Tema Oil Refinery (TOR) and the Ghana Oil Company Limited (GOIL) are exploring ways to deepen their partnership to improve the supply of petroleum products and support stable fuel prices in Ghana.
Management of the two companies met on Wednesday, September 2, 2026, to discuss ways to expand their existing partnership, particularly in the supply and purchase of petroleum products produced by TOR.
During the meeting, TOR Managing Director Edmond Kombat briefed the GOIL Managing Director and his team on the refinery’s efforts to restart and scale up operations.

He said TOR had made significant progress in its restart process and was working to increase the volume of petroleum products supplied to the Ghanaian market.
GOIL is one of TOR’s key partners and purchases petroleum products from the refinery. TOR said the continued partnership would therefore be important as it increases production and supply to the domestic market.
The two companies also discussed other areas of potential collaboration as TOR continues efforts to improve its operations.
The discussions focused on enhancing fuel supply security, strengthening the petroleum market, supporting price stability at the pumps, and making Ghana’s downstream petroleum sector more reliable and efficient.

TOR said its partnership with GOIL was important to Ghana’s energy security and would help ensure consumers have access to a reliable supply of petroleum products.
The refinery also expressed its commitment to working with other industry players as it seeks to strengthen its operations and expand its capacity to serve Ghana and other markets.
