Newly appointed Russian Ambassador speaks on man who secretly recorded Ghanaian women

Newly appointed Russian Ambassador to Ghana, Andrei Ordash, has assured that the case involving Vladislav Aleksandrovich Liulkov, the Russian national accused of secretly recording encounters with Ghanaian women without their consent, remains a priority for Russian law enforcement authorities. Speaking in an interview with the Ghanaian newspaper, Diplomatic Times, Ambassador Ordash said the incident had attracted significant attention in both Ghana and Russia and reaffirmed Moscow’s willingness to cooperate with Ghanaian authorities in addressing the matter. The ambassador was responding to a question about a commitment made by his predecessor, Sergei Berdnikov, for the Russian Embassy to assist Ghana in efforts to apprehend the suspect. “It concerns a high-profile incident which has undoubtedly been a source of preoccupation in both Ghana and Russia. I can assure you that this matter remains a priority for the Russian law enforcement agencies,” Andrei Ordash said. He stressed that Russia’s position on the allegations remained unchanged, saying the country condemned actions that violated individuals’ rights and dignity, including unauthorised intrusions into their private lives. “Russia’s position on the substance of the matter remains unchanged and unequivocal. We condemn any actions that violate people’s rights and dignity, including intrusions into their private lives. From the very outset, the Russian side has expressed its willingness to cooperate with the Ghanaian authorities within the existing legal and treaty framework,” he noted. According to him, the matter should be handled through cooperation between the law enforcement agencies of the two countries. “I am convinced that all issues relating to this incident must be resolved through cooperation between the law enforcement agencies of the two countries,” Ordash added. Who is Vladislav Liulkov? Liulkov, who is also known online as Yaytseslav Truhov, is believed to be a 36-year-old Russian national who came under widespread condemnation earlier in 2026 following allegations that he secretly recorded women in Ghana, Kenya and other countries. Reports alleged that he used smart glasses to film women without their knowledge or consent. His alleged modus operandi involved approaching women in public spaces, establishing relationships with them, exchanging phone numbers and, in some cases, inviting them to his apartment. He was subsequently accused of secretly recording sexual encounters with some of the women and sharing the footage online without their consent. Victims file complaints Minister of Communications, Digital Technology and Innovations, Sam George, disclosed on February 18, 2026, that some of the alleged victims had filed official complaints following the discovery of the recordings. The complaints centred on the alleged secret filming and subsequent circulation of intimate footage without the women’s consent, actions that raised serious concerns about violations of their privacy.
