The Deputy Director-General of the National Service Authority, Fuseini Donkor, has criticised the Office of the Special Prosecutor (OSP) for what he described as a hasty public declaration of persons of interest in the Asante Kwaku Berko bribery case.
Speaking on Channel One TV’s Breakfast Daily on Thursday, August 27, 2026, Donkor argued that investigations should be conducted discreetly and that public announcements should only be made after sufficient evidence has been gathered.

“I think our venerable OSP has the habit of declaring people quickly before you realise it fizzles out when it gets to the actual prosecution and then concluding the issue that matters for us successfully. OSP declaring doesn't really- I wouldn't say it actually moves me so much. He's fond of declaring,” he said.
"For me, it was unnecessary. Seriously, it was unnecessary. Because coming from the backdrop of the kind of records he has, that is, declaring people, freezing people's assets and all those declarations he's been making to the extent of declaring somebody who has now even abandoned his own children, I would have wished that he does something on the quiet and rather comes out with the results," Donkor added.
Donkor warned that publicly identifying individuals as persons of interest risks undermining the probe.
“But if I were him, I would have rather done the investigations quietly before coming out with my findings rather than declaring persons of interest just to go and hit the wall and then maybe now come back again and start explaining himself,” he stated in the interview.
His comments follow the OSP’s announcement on Wednesday, August 26, in which Special Prosecutor Kissi Agyebeng named five main persons of interest.

They are former Power Minister Dr Kwabena Donkor; Francis Walkson Kwesi Dzata, a former technical adviser to the Minister of Power; Solomon Adjetey Sowah, a former deputy director at the Ministry of Power; Lyndon George Nii Saul Mettle, a director at Tricorp Group Limited; and Baffour Ankoma Brobbey, an employee of the same company.
Other persons of interest include current and former staff of the Volta River Authority, Ghana Grid Company Limited, Electricity Company of Ghana, the Public Utilities Regulatory Commission, and the former Ministry of Power.
The OSP has stressed that the designation “person of interest” does not equate to being a suspect or imply criminal culpability.
Guilt, the office noted, can only be established by a court of competent jurisdiction beyond reasonable doubt.

The investigation relates to Asante Kwaku Berko, a dual Ghanaian-American citizen, former Goldman Sachs investment banker and former Managing Director of the Tema Oil Refinery, who was convicted by a federal jury in Brooklyn, New York, on August 6, 2026.
Berko was found guilty of conspiring to pay and paying more than US$1 million in bribes to Ghanaian officials between 2014 and 2015 in connection with a power plant project involving Turkish energy firm Aksa Enerji.
