Education Ministry announces major review of SHS placement system

The Ministry of Education has announced plans to establish a Technical Working Committee to undertake a comprehensive review of the Computerised School Selection and Placement System (CSSPS) after the conclusion of the current placement exercise. In a statement dated September 15, 2026, it said the review is expected to examine the various components of the placement system and also make recommendations to strengthen effectiveness and fairness. "The review will examine the various components of the system, identify areas requiring improvement, strengthen transparency and accountability, and make recommendations to ensure that the CSSPS remains credible, efficient, fair and responsive to the needs of students, parents and schools," it noted. The Ministry further noted that it welcomed calls by the Ghana Catholic Bishops’ Conference for greater transparency and accountability in the CSSPS, as well as an ultimate review of the system. The Ministry, however, stressed that the CSSPS is fundamentally a merit-based system. "The objective is to ensure that placement decisions are guided by established criteria and that every qualified student is treated fairly within the approved placement framework," the statement said. The proposed review will assess the various components of the CSSPS and identify areas that may require improvement. It will also seek to strengthen transparency and accountability and ensure that the system remains “credible, efficient, fair and responsive” to the needs of students, parents and schools. The Ministry also reiterated that placement under the CSSPS is free. It said no parent or candidate is required to pay money to secure a school placement or have an existing placement changed. "No parent or candidate is required to pay money to secure a placement or to have a placement changed. "Any parent or guardian who has credible evidence that an official of the Ministry, the Ghana Education Service, Computerised School Selection and Placement System Secretariat, Ghana Technical Vocational Education and Training or any third party is demanding money in connection with school placement is encouraged to report the matter to the appropriate law enforcement bodies," it said. It assured complainants that their identities would be protected. “The Ministry remains committed to protecting the integrity of the CSSPS and ensuring that merit, fairness and transparency remain at the heart of the placement process,” the statement added.
