2027 Budget to be presented in early November – Finance Minister

Finance Minister Dr Cassiel Ato Forson has indicated that the government is likely to present the 2027 Budget to Parliament in the first week of November 2026. The upcoming budget is expected to mark a shift in the government’s economic priorities, with greater emphasis on job creation, infrastructure development and business expansion. Dr Ato Forson said the government had spent the first two years of its administration largely focused on stabilising the economy and addressing major economic challenges. According to him, the next phase will focus on creating conditions for stronger economic growth and increased private-sector activity. Speaking in an interview with Kumasi-based Ahenfie FM, the Finance Minister said businesses should expect new incentives under the 2027 Budget to support expansion and encourage investment in new areas. He said details of the incentives and other measures would be announced when the budget is presented to Parliament. The planned policies are linked to the government’s new economic programme, which includes plans to invest about US$10 billion to stimulate economic activity and support growth. Meanwhile, preparations for the 2027 Budget are already underway, with the Finance Ministry engaging ministries, departments and agencies on their spending proposals for the coming year. Some ministries have already appeared before the Finance Ministry to justify their proposed expenditure as the government works to identify priority areas for investment. The expected November presentation falls within Ghana’s public financial management framework, which requires the Finance Minister to present the budget for the following financial year to Parliament no later than November 15.
