Roads Minister demands action from top international contractor on GH¢82m project
The Minister of Roads and Highways, Kwame Governs Agbodza, has given Top International Company until Friday, September 18, 2026, to account for work done on a road project or risk having its contract terminated.
The minister issued the ultimatum during a site inspection of the Enchi–Elubo road project in the Western Region on Tuesday, September 15, 2026. He expressed concern over the slow pace of work despite the government having spent about GH¢82 million on the project.

According to the minister, residents along the route have complained about the poor state of the road and the slow progress of the project.
He said the ministry subsequently invited the contractor to explain the situation, but the owner of the company failed to appear.
“I am very disappointed in Top International Company. They have not taken our instruction to come to the site and work seriously, the way we expected,” Mr Agbodza said.
He noted that the contractor had been working on the project since 2016, with successive governments re-awarding the contract to the company.
However, he said the current state of the project showed that the contractor has not demonstrated enough commitment to completing the work.
“Top International basically doesn’t intend to do the work because they think they have our GH¢82 million. Wherever the owner of the company and the directors are, Friday, seven o’clock, or we terminate the job without any further discussion,” he warned.
Agbodza said the ministry would not hesitate to revoke the contract if the contractor fails to appear and provide a satisfactory explanation.
He added that the government would be able to recover the funds already paid to the contractor, as the payments were backed by a bond.
“If they won’t do it, I can tell them we’ll get somebody to do the work. Even if it is late, it is better than having this situation where the contractor keeps promising to work but is not doing it,” he stated.
The minister further noted the government is also considering the best way to complete the entire 72-kilometre stretch, including the possibility of dividing the project into two lots.
He added that discussions would be held with engineers to determine the most suitable approach.
