New Economy to target high-employment sectors – Dr Ato Forson

Finance Minister Dr Cassiel Ato Forson says the government’s New Economy programme will focus on sectors with the potential to create jobs on a large scale and build long-term prosperity for Ghanaians. He said the government would deliberately use its spending power and fiscal policy to drive investment, support businesses and create opportunities in sectors capable of generating significant employment. “The New Economy is coming to create jobs and build prosperity for Ghanaians. We will identify the sectors of the economy that can create jobs at scale. Government will then use its spending power and fiscal policy to create the space for people to enter those sectors and create jobs,” Dr Forson explained during an interview with Ahenfie FM on September 14, 2026. According to the Finance Minister, the strategy is intended to move government spending beyond consumption and towards activities that stimulate production, investment and employment. He said the government would use its fiscal space to support sectors where increased investment could generate wider economic opportunities and enable more people to participate in productive activities. The approach, he explained, would also create an environment where businesses and entrepreneurs can expand their operations and contribute to job creation. Dr Forson said the focus on sectors with high employment potential was necessary to ensure that economic growth translates into tangible opportunities for Ghanaians. He noted that government spending and fiscal policy could play an important role in creating the conditions for private sector investment and enterprise development. The Finance Minister said the New Economy programme would therefore seek to align government expenditure with sectors that can generate sustainable economic activity and improve livelihoods. He said the government’s objective was to create an economy in which increased investment leads to more businesses, stronger productive capacity and better employment opportunities.
