GRA targets GH¢310 billion revenue by 2028

The Ghana Revenue Authority (GRA) is targeting about GH¢310 billion in annual revenue by 2028, more than twice the GH¢153 billion it collected in 2024.
Commissioner-General of the GRA, Anthony Kwasi Sarpong, said achieving the target will depend heavily on the growth of businesses and industries across the country.
Speaking at the AGI 2026 Industrial and Exhibition Summit, he said the GRA does not necessarily have to rely on higher tax rates to increase revenue.
He explained that a growing business sector would generate more taxable economic activity and, consequently, increase revenue for the state.

“When your business grows, the nation can collect more without raising a single rate,” he said.
The Commissioner-General said the GRA and the private sector have a shared interest in creating an economy where businesses can expand, invest and create jobs.
“GRA succeeds when Ghana’s industries succeed,” he stated.
To support this objective, the Authority is working to broaden the tax base, improve compliance and make the tax system more predictable for businesses.
The GRA is also pursuing legal and technological reforms, including greater use of digital systems and simpler tax processes, to improve efficiency and make it easier for businesses to meet their tax obligations.
Sarpong disclosed that the Authority increased its revenue collection from GH¢153 billion in 2024 to GH¢182 billion in 2025.
For 2026, the GRA has set a revenue target of GH¢225 billion, with the Commissioner-General saying the Authority is currently on course to achieve it.

The latest target means the GRA will have to significantly increase its collections over the next two years, with business expansion and a broader tax base expected to play a key role.
