We must first be sure what the problems really are. How else can we start solving them if we don't even know what they are? Are GM crops good or bad? We don't know the correct answer. It will depend on so many things and there may not be a yes or no answer. Is global warming a farce? The jury is still out there. Does circumcision reduce the risk of contracting HIV? The evidence is not complete. And so on and so forth...
What shall we do?
I hope your part two gives the answers and not just describe the problems.

Questions of the environment and human health have been the subject of very intense academic debates in recent times.It is a fact that science has been charged to regulate human and environmental risks by ensuring that the environment is protected and what we eat is safe and that this is only measured by scientific certainties.In the absence of these certainties then, any doubt about an environmental project and food experiment must inure to the benefit of the environment or human health.That is why the GM food technology will hardly pass the test of the principle of scientific certainty.
The precautionary principle has therefore been adopted in response to these problems.It specifically states that any suspected risk of causing harm to the public or to the environment, in the absence of scientific consensus that the action or policy is harmful, the burden of proof that it is not harmful falls on those taking that action.
The counter argument is that there are always risks on both sides of a decision; inaction can bring danger, but so can action. Precautions, in other words, themselves create risks and hence the principle bans what it simultaneously requires.So if the principle is fully given effect then the opposite outcome may happen because without experiment there will be no results.
Gradually the principle to regulate environmental risks is being watered down for it calls for cost-effectiveness in applying the principle e.g., taking economic and social costs into account.
The so call margin of appreciation therefore gives every country the discretion of applying the principle based on economics.Certainly if policing environmental harm as in Galamsey will take too much of government resource then the incentive will not be there to fully police it.Having said that these are very important issues all governments must follow and fully implement.

Clearly, every commentator here understands the article enough to make constructive contributions to it.
You may have to read their comments to get what you obviously failed to derive from the article.
The other point is to reword the structure of the article in your head to achieve some understanding.
I do this with difficult writers like Toni Morrison, Wole Soyinka, Ernest Hemmingway, Derek Walcott, William Faulkner, and several others (I am not implying I belonged in their class).
I don't know what you will say if you read any of these authers.
Finally, you may also have to reread the piece. There is nothing "disjoint" about it.

Clearly, the author has an agenda and rather than take an unbiased look at the information and technologies that could lift millions out of hunger an poverty, he laces the argument with fear-mongering rhetoric.
Maybe he should spend less time quoting and referencing reggae music, and more time looking at the facts around GMO's.

What I know is that higher yields and more nutritious food will help our farmers in Ghana. This is what GM crops can bring. Golden rice, BT cowpea, and roundup ready crops could have major impacts on the food security of our country. Why must we look with an accusing eye to the West, when they are developing solutions and providing assistance to solve our most critical problems. No one makes money from Golden Rice- it was developed by a plant scientist for free distribution and designed so it can be used year after year.
No one is trying to enslave you. Stop being paranoid.
