It is just like you are slaughtering a cow for a party and your child is saying the chicken is cooked. The president was expecting the chiefs to talk about unemployment, roads, and electricity but not that cook chicken.
With the minister of finance's pronouncement about the ACCESS and SUPPLY of electricity. It is up to you to worry about what you expected him to say but not what he said. The minister was purely talking about the access of electricity at that juncture in his speech but if you think he should have talked about supply of electricity, well it is your own problem.
