Moreover that won't have been the first time the mother had use that spray. She may have used that several times.

Please testing and finding out the manufacturer is important, all available water and food should also be tested to ascertain if they were not poisoned. RIP very pathetic.
So sad. But investigations should go beyond the insecticide used. Food poisoning can also cause it.
This goes beyond Food and Drugs Authority. The Police must take up theinvestigation
