It was IGP with full permission from cabinet who appointed COP Oduro. It wasn't John Mahama. Under JM, COP Oduro was in incharge of Police Welfare n I think at a point Training school. If Oduro wasn't NPP to a degree, it wouldn't take cabinet to remove him
