Alhaji Osman Masawudu is Third Vice Chairman of NPP
Third Vice Chairman of the New Patriotic Party (NPP), Alhaji Osman Masawudu, popularly known as Chairman Buga Buga, has alleged that some former government appointees under the Akufo-Addo administration disrespected national officers of the party.
According to him, some appointees became arrogant and inaccessible after they became convinced that they were secure in their positions and could not easily be removed or reshuffled.
Speaking recently about the relationship between party officials and government appointees, Chairman Buga Buga said national officers wielded significant influence because of their direct access to the president and their participation in key party and government engagements.
“Look, if a minister has been kept in his position and he realised that this is my position, there is no way I can be sacked, then he feels free. He does things without thinking, without even being afraid of the national officer,” he said.
He explained that national officers could raise concerns about the conduct of government appointees directly with the president, especially because they participated in structures such as the Steering Committee and National Council, as well as some cabinet retreats.
“National officer is a person that every appointee has to be afraid of. Because we [sit on] the Steering Committee with the president, National Council with the president, sometimes we’ll be invited to cabinet retreat with the president. And we have that opportunity to even meet the president one-on-one and talk to him,” he stated.
According to him, this access made it possible for national officers to bring the conduct of problematic appointees to the president’s attention and seek their dismissal or reassignment.
He alleged, however, that some appointees under the former administration became increasingly disrespectful towards party officials because they believed former President Nana Addo Dankwa Akufo-Addo was unwilling to reshuffle them.
“So, it came to a time because these appointees realised that Akufo-Addo didn’t like [to reshuffle] them. He was not ready to reshuffle them. So, the kind of disrespect that they were giving to the national officers, it was ridiculous,” he added.
Chairman Buga Buga further alleged that some of his colleagues who are currently contesting him for national positions had also experienced similar treatment when they approached some former appointees for assistance on behalf of party supporters.
He said the assistance sought was not financial but institutional, particularly in cases where party supporters needed help resolving challenges involving their businesses or workplaces.

“We don’t need money, but we need help from the institution. For example, if someone is an oil dealer, maybe his certificate has been terminated, maybe he has a problem in his institution, his workplace, you need your help as a national officer, and he comes to you,” he explained.
Chairman Buga Buga said the experience was particularly frustrating because he considered himself accessible and willing to approach officials on behalf of party members.
“I was thinking that this position is—I’m not a big man. I can walk to every CEO’s office with that request,” he said.
He further indicated that some of the former appointees he accused of treating party officials poorly remain in influential positions in the party.
“And they were behaving recklessly like this. Today, the same people are in their position,” he added.
