I am a Citizen.

I rise to ask Kan Dapaah, the Minister of National Security whether he has received reports of a counter-operation that uncovered alleged smuggling of Biometric Verification Devices (BVDs) from Nigeria into the country which has left Immigration, Customs and Intelligence Agencies worried?

As a Citizen, I am forwarding the report for the information analysis and necessary action of the Minister of National Security, the Electoral Commission and other stakeholders:

(1). We received information on alleged smuggled faulty BVDs from Nigeria.

(2). We received further info that a truck ( later tracked to be two) was on the assignment.

(3). One source gave vehicle number as GS 696-18. Vehicle transitted residence of a prominent Minister of State at HO on or about 20-22 January.

(4). Vehicle arrived in Accra on 22/ 23 January.

(5). Vehicle parked at AIRPORT ROUNDABOUT CEPS.

(6). Total surveillance placed on movement of vehicle to Osu Castle.

(7). Vehicle moved from Osu Castle to office of EC at 1 am.

(8). Items noted in the truck were 7,000 pieces of new BVD machines and 2,800 of old BVD machines .

(9). As perceived they intend to use the old ones to show the Committee the quality of the used BVDs,

(10). There is a big question to acquiring new BVD because there have not been any procurement nor purchasing polices or any thing done for such products to be acquired.

(11). These had been the same charges levelled against Charlotte Osei causing her removal.

(12). The personnel used to move these items to the E.C office are: W/O ARYEE.

(13). Profile three soldiers who were arrested by the BNI on the eve of 7th December, 2016, carrying bomb making devices to a Nima residence.

(14). They were handed over to the Military Police but were released as soon as the results were released.

(15). They were the FIRST PEOPLE TO BE POSTED TO THE JUBILEE HOUSE.

(16). It is very painful that our security services are not up to the task. We could have taken more forceful action against this consignment.
