My achievements as Minister for Public Enterprises from 2021-2024

Real Reforms. Real Improvements. Real Accountability.

During my tenure as Minister for Public Enterprises, I focused on delivering real, measurable improvements — and I am proud to say that we achieved all this with less than GH¢2 million in total budget releases over four years.

Here are the key gains

1. Restored Audit Discipline

When I assumed office, only a few of the 175 Specified Entities had up-to-date audited accounts.

By 2024, more than 100 entities were compliant — the strongest audit performance in decades.

2. Introduced Ghana’s First Public Enterprises League Table (PELT)

I initiated and launched PELT, a national ranking system that forces transparency, competition, and performance among SOEs and other state entities.

3. Strengthened Corporate Governance of Public Enterprises

I oversaw the rollout of a:

• State Ownership Policy

• Code of Corporate Governance

• Performance Management Framework

These reforms brought discipline to boards and management teams across the public enterprises sector

4. Improved Financial and Operational Performance-+

Many public enterprises turned into profitable operations, reduced losses and or improved efficiency. This was a direct result of tighter oversight and improved financial discipline.

5. Charge to Clear Out Defunct Enterprises

I led the charge to dispose of 17 non-operational state enterprises, stopping the drain of liabilities from dead assets.

6. Boosted Performance Contract Compliance

More SOEs/OSEs signed and adhered to measurable performance contracts than ever before.

7. Strengthened Oversight and Engagement

I conducted regular visits to enterprises, ensuring boards and CEOs aligned with governance standards and performance expectations. More than 50 enterprises were visited to this effect.

8. Improved Parliamentary Oversight of the Public Enterprises

To improve parliamentary oversight of public enterprises, I strongly linked the work of Public Enterprises Secretariat and SIGA to the Parliamentary Select Committee on Employment Social Welfare and State Enterprises, which later became the Public Administration and State Interests Committee.
