Background

Matthew Opoku Prempeh, born on 23 May 1968, is the current Energy Minister of Ghana. As a parliamentarian, he represents Manhyia South in Kumasi and is a member of the New Patriotic Party (NPP). First elected to parliament in 2008, he was re-elected in 2016 with an impressive 87.17% of the votes.

Napo studied Human Biology and Medicine at Kwame Nkrumah University of Science and

Technology, continuing his post-graduate studies at the Netherlands Institute of Health Sciences and the Kennedy School of Government at Harvard University. Before his political career, he served as the CEO of Keyedmap Security Services Limited and was a member of the Royal College of Physicians and Surgeons of the United Kingdom. Napo is a medical doctor, a devout Christian, and a nephew of former Ghanaian president John Kufuor. He is happily married.

In May 2017, President Nana Akufo-Addo named Napo as one of the nineteen ministers forming his cabinet, a testament to his key role in decision-making activities in the country.

Napo’s Contributions to Free SHS and TVET Policies

Free SHS Policy

When Napo became the Minister of Education in 2017, he faced the monumental task of implementing the Free Senior High School (SHS) policy, a flagship program of the NPP. The Free SHS policy had been a cornerstone of the NPP's campaign, and its successful implementation was crucial. Despite the complexity of Ghana's educational system and the various stakeholders involved, Napo demonstrated exceptional change management skills.

As Nelson Mandela once said, “Education is the most powerful weapon which you can use to change the world.” Napo took this to heart and transformed Ghana's educational landscape.

He devised an achievable plan, communicated it effectively to all stakeholders, and progressively improved it. One of the significant challenges was infrastructure, which he addressed by developing new facilities to accommodate the increased student intake. He also managed the intake challenge with a modern school placement system and introduced the innovative double-track system to ensure every student had access to education.

"His attention to detail and ability to navigate complex educational reforms highlighted his proficiency in change management."

TVET Policies

Napo also played a pivotal role in advancing Technical and Vocational Education and Training (TVET) in Ghana. Recognizing the importance of vocational skills for national development, he worked tirelessly to integrate TVET into the mainstream educational system. This move aimed to equip students with practical skills, making them more employable and fostering entrepreneurship.

Achievements in the Energy Sector

As the current Minister of Energy, Napo has applied his change management expertise to address the sector's challenges. Under his leadership, the Tema Oil Refinery was restructured, and significant improvements were made to Ghana Gas. He balanced power generation and distribution, strategically relocating the Carpower Ship to serve the northern part of the country. His forward-thinking approach includes planning for future energy demands with a balanced mix of renewable energy and traditional fossil fuels.
