This policy shift request public service which is staffed with people capable of clear and critical thinking. Critical thinking is becoming the exception in the Ghanaian public service because of 1. political parties stuffing public service with so-called foot soldiers, 2. inability of many Ghanaians to think of improving the way things are done. What you hear is "this is how it's done in Ghana" any time one suggests something should be done differently and better.
