  Hi I think you are right on point with all the recommendation in this wright up. We certainly need to reform our health sector. Downward referral strategy will free up resources at the major hospitals, at-home care will ease also help to ease pressure at both the regional and community hospitals. I think the time has come to drop the old healthcare systems that was built based on the old colonial English protocols and redesign our own system that suits our current situation. Those of us with the expertise in this area can be of enormous help if they are willing to make a bold shift from the current system.
