Ex President Kufuor had every opportunity to transform this country but nay. He rather resorted to self aggrandizement and petty stealing. Instead of he allowing DCEs to be elected he rather took advantage of the loopholes in our constitution to do his own things. The result is that today Akans are being ruled by northerners as DCEs. This will never happen in the north. This is how far our useless university education has brought us.
Kofi 10 years ago
The Ghana constitution as at now does not allow DCEs to be elected. It didn't allow that during Kuffour's time.

It is partly because of lack of foresight on the part of our brainless leaders.They keep dumping everything in Accra as if it is the only city in the country.Mr Boamah raised some importnat issues here and so my question that won't go away.
Why can't our stupid leaders think like that ? They cocoon themselves in Accra and only think about how to build manshions.There is little or no thought about their constituents.So, yes,a Federal System is the one and only way out.

All good thinking ghanains would agrre and accept your idea that unless we change our hopeless system of g'vnance we will never be able to get out from the pit of retardation ,hanger and starvation,poverty,corruption and tribalism.Yes,the Asantihene and Okyehene are worried b'cus ghana has since the beginning been cared by the resources..gold,timber,diamind,caoco etc from these two STATES.....only to be left with destroyed environment.
I am personnaly from Obuasi and i want all you to look at the how hopeless a city remains after 116 years of heavy gold mining from this town.Look at the road leading to obuasi ........who cares about it .how long should it remain in this
hopeless situation.......this is a complete neglect and federalism is the only asnwer and if we desire to shift into a better future

THIS IS THE VIEW THEY HOLD TODAY. AND REMEMBER, THESE ARE THE PEOPLE RULING GHANA DIRECTLY OR INDIRECTLY. EVEN UP TO TODAY THEY REFER TO ANYONE WHO WOULD OFFER A DIFFERENT PERSPECTIVE AS A "MATE MEHO" PERSON. THIS MUST CHANGE. WE HAVE TO HAVE A SYSTEM WHERE AN ACCEPTAPLE FORMULA CAN BE USED TO DISTRIBUTE NATIONAL RESOURSES. A DECENTRALIZED SYSTEM OF GOVERNMENT CAN ACCELERATE GHANA'S DEVELOPMENT.

We don't need federalism to know that other areas in the country must be developed. What is actually preventing our development is corruption, tribalism and criminals masquerading as statesmen. Nigeria had three Regions after independence and federalism and the creation of more states did not solve their developmental problems. In fact, they merely multiplied the corrupt practices at many levels.

Massa, the title of your piece together with few questions you posed grabbed my attention as follows:
1. Do we need a federal system?
2. The Elizabethan ways of governance and developmental apathy is retarding the nation’s growth. Hence, has the central system of governance become an albatross hanging around our necks which needs immediate attention?
3. It is high time the constitution is amended?; so that the regional coordinating councils will be empowered financially to take up their own developmental agenda in their respective regions and by seeking developmental partners, help to raise the level of their development?
4. Will this help create competition among regions to the advantage of the ordinary Ghanaian?
5. If the regions virtually have the responsibility to oversee the running of hospitals, education, policy and so forth, would variety be the spice of life then in Ghallywood?
How could government invest almost all the nation’s resources in Accra, a bit in Kumasi and for the rest of the regional capitals is nothing to write home about?
6. Why should the poor man from a village in the Upper East region spend all his hard earned money on transport fare to Accra Kole Bu when he is referred for medical treatment?
7. Forest commission and the national petroleum agency have been placed in greater Accra where there are neither forests nor oil, why not Takoradi?
8. Each day hundreds of buses convey people southwards to search for non-existing pastures. The cause of the north-south drift lies in the system of governance, has the time come for Ghana to adopt a semi federal system of governance?
9. Large chunk of development of infrastructure is located at the seat of government to the detriment of the greater majority of our people”
How should someone sit in Accra and determine the academic syllabus for the poor child in a school in Sehwi new Papasi and force them to write the same exams with their Accra counterparts? Is this a balanced development?
10. The reasons why bold steps were taken by Torgbui Afede and the Asantehene to go to china and Israel respectively to seek developmental partners for their regions. Was it not to show their displeasure in the state of developments? Is it high time we nib the canker in the bud?
~~~~~~~~~~~~~~~~~~~~~~~
Well, the truth is hidden in a plain sight for all to see. Here are are few of my own questions?
Why do we still have elected dictatorship who sits in Accra and makes over 6,000 appointments to the 6 Metropolitan, 49 Municipal, and 161 Districts known as MMDAs or total of 216 MMDAs, in addition to his or her real duties? Why not allow for local elections across the board for the citizenry to elect their representatives or leaders? Is it because of ego or we as a collective society are that dimmer or slow?
Why did Atuguba and his Constitutional Review Committee posse squandered millions on global gallivanting in the guise of soliciting ideas to revamp the 1992 constitution - and is the gov't white paper to parliament anything to write home about?
Is the present constitution worth as ass wipe? Isn't this constitution the genesis of all that ails the country?
Why not decentralization of MDAs or Ministries, Department, Agencies headquarters to the regions for effective diversification, whilst stemming the North-South migration in search of greener pastures?
Why should we put all our eggs in one basket, Accra, and then turn around to complain of congestion in Accra?
But then, this is Nkrumah's Ghana; what else is new?
PS. If for once our system such as businesses, city planners, architects, IT experts, colleges and universities can sit brainstorm, project or forecast and plan; we wouldn't be on this trajectory, anaa?
The "ties to local people" is codewords for tribalism or each tribe sticking to its own kind.So why would such people accept an "alien" president over them if at the local level it is an anathema? Local ties could also mean adhering to cultural practices not suited to development and by appointing from outside it means the appointee has no baggage to hinder them from focus and professionalism.My wife is kenyan and i lived in kenya where district commissioners in Maasai land had to be from outside so as not have emotional attachment to ending early marriages among maasai sch girls or promoting agriculture which the Maasai do not practice.In such cases it took an outsider to do the job bcoz local customs and tribal allegiance could not allow a maasai to do a good job.
I live in Australia, everyone works so hard and support the government to develop the country, but in Ghana, no one really cares about the development.
The writer was a little bit confused. As a small nation in terms of geographical form but with many different tribal-politics, it is better to avoid federalism. I guess the writer wanted to talk about decentralisation of our ministries and institutions but not federalism. For example we can have Ministry of Mines one branch located in Tarkwa, and another one located in obuase ministry of Agriculture located in Kintampo. Ministry of rural development located in upper West. Also having faculties of university of Ghana split across the country. This is decentralization not federalism. Federalism can't work as expected in a small nation like Ghana but with many derogatory remarks about tribes everyday. Do u remember kennedy Acheampong's remarks about Gas and Ewes?
Why the fascination with Israel? Do we ever learn anything? All the resources and talents are in Ghana. The ideas are there if only people would look beyond their immediate surroundings- tribes and relatives. We always look at wrong places for solutions and end up cheated by fraudulent------ whatever.
We think and act backwards. Far too many noise makers and little or no doers with good heads. There is no maturity in governance nor in other places. Five minutes listening to Ghana radio and the head explodes. Ghana is wrong. Israel chokes its neighbours and we look for help fro Israel. Those who cannot have enough of such cultures can move to that country. We do not know what to do with our own cheats and bullies. It does not have to get any worse. If we continue to behave like donkeys others will make an ass of us. With this mindset no wonder Ghana is plundered. Deal with those that have it in them to respect others. Nobody will look down on Ghanaians if we carry ourselves right. If you stoop pants down bad things happen to you. Hotheads spew hot air and we have far too many of those. At this point we could use some sensible talk for a change.
We should have started a federal system right from Independence. But dont worry the direction in which our politics is going , sooner or later we would not have no option than to go that way or risk breaking up. The fact is federalism will be a better option than secession. If any of you followed comments on these website right from the 2012 election ,through to the petition you will understand what i am talking about. The kind of comments contributors have churned out on this website about fellow Ghanaians has been amazing. In the USA the state of Delaware knows that California or Newyork has its place. We have people who have commented that How could one win 2 regions and loose 8 regions and yet win an election. I will advice the younger generation who contribute to this website to try and get a map or demarcations in the Goldcoast prior to independence. We have Politicians that deliberately mislead the youth. "I wish Atuguba could find a way of dealing this" . Even the regional demarcations after independence by Osagyefo Dr. Kwame Nkrumah had political intentions embedded. Its clear that after 50 years and the population growing from 4 million to 25 million the time is ripe for a federal system because 1.we have lacked the capacity to develop the whole country evenly 2. we have not created jobs evenly 3. we have not shared resources and opportunities fairly 4. we have not rewarded the immmeduate communities from which resources has powered the whole country 5. Our politics have become divisive and tribal. 6. we have not been able to fight corruption at the national level 7. we would have the opportunity to deal with corruption at the local level 8. Finally the weaker states would develop respect for the stronger states
