Depending on who you are and how you may see things, Acheampong's suggesting of a one party state was the best thing that could have happen to Ghana and Africa if well implemented. He said Africa wasnt ready for democracy and he was right, we ignored him and lets all see how chaotic and divided the whole system is as of today as a result of democracy.
All we needed to have done was to modify it so no one leader could take advantage of the system like they had in Singerpore, Malaysia, and currently China. A multi party system is mot suitable for a developing ondiscipline nation like Ghana. Democracy works best in well advance civilized societies.
One party government, tough and no nonsense that gets things done in a timely maner is what a developing nation needs. Despite his weaknesses Ghana was more united under his regime than we had under any democracy.

Upon all his irrigation schemes to boost agriculture, we still had food shortages and hunger was everywhere. This situation under Kutu Acheampong compelled Ghanaians to seek pastures elswhere, some Ghanaians left for La Cote D'Ivoire, some went to Nigeria and others to Europe.
Though he was shot to death, it was the situation at his time that called for the radical movement(revolution) led by Akuffo.
You can choose to mention some of his good things but the big question still remain how he run Ghana like his personal property using his power to sleep with peoples wives in exchange for Golf and flour.

People still remember him.
Acheampong's coup was planned and carried out by Ewes and Asantes working together who decided to let Acheampong rule because he was the senior most officer they thought would be sympathetic to the cause. Acheampong did not carry out the coup himself. He did not pack his executive with only Asantes.
Even the women he gave the Golfs to were from different tribes. They were not only Asantes.

I remember oil extraction in Saltpond by Gulf Amoco was started in his regime. He had the good sense to negotiate a shared 50-50 partnership, far better than the 10 to 15 per cent share we have under recent oil agreements. Saltpond is still producing oil, though revenue is still relatively small.
Kutu took a golden share in Ashanti Goldfields for the country. This was to ensure that we would be the majority shareholder. Certainly far better than Busia did renewing the concession for Goldfields for a further 50 years when the lease expired, ensuring that Goldfields would continue to exploit our resources to our detriment.
Kutu's regime introduced the phrase 'capturing the commanding heights of our economy' coined by Dr Robert Gardiner, who was appointed Adviser on Finance and Economic Planning after serving as Chairman of the Economic Commission for Africa.
Kutu's major credit was his repudiation of bad debts incurred by previous regimes, and the Operation feed yourself which led to self-sufficiency in rice with surplus for export. Sugarcane and molasses were produced in abundance for our factories.
Kutu certainly made his mark, and deserves more credit than he has been given.

In his last days Nkrumah knew he was dying, and simply wanted to be allowed to return as a citizen to peacefully die in his beloved Ghana. He did not want to go to Romania at all. Diplomatic overtures were made through third parties first to Busia. But he wouldn't have any of it. Then when Acheampong overthrew Busia in 72 (his own self-described "few amenities" coup), again, diplomatic efforts were made through certain African countries to allow Nkrumah to return on humanitarian grounds and peacefully die. Acheampong also refused. He initially didn't even want to allow Nkrumah's burial in Ghana and only relented due OAU diplomatic intercession.
In Acheampong's last days in office, he engaged the services of a female, white American evangelist to come and pray for rains in Ghana! So much for his now-touted irrigation plans.

The scheme began in Sep 1972, so in all likelihood, Dr. Busia's govt may have hatched the idea, only to be hijacked by Kutu, after the Jan 13, 1972 coup. Similarly, rural electrification was the brainchild of Busia's govt.

Anyway I think Dansoman Estates was initiated by the Progress Party government in 1971 because I was a labourer for one of the contractors who were doing the excavations (name forgotten). I think he started veering off the tracks when he replaced the NRC with AMC in 1975. That was when things started going awry. But thanks to the writer the good things that he did are all still visible including the Kaneshie Super Market and the Kaneshie Sports Complex.

Yaw, Kutu removed a government which was effectively a one party state. Afrifa and co banned the cpp so how can any sane human being call that busia cia government a democracy. Kutu then realized parties in general did not help so he proposed a party-less government. clearly it is a good idea considering the degree of polarisation we currently have. No one is perfect, so obviously he had some shortcomings but kicking out the cia government is to me one of his legacies. Do you think a government imposed on us by the cia is good for us. In it's form, the busia gov't looked like a democratic gov't but in substance it was not. When Mahama is kicked out of power and we decide to ban the NDC as well, who do you think will win the next election? Will you call that democracy? Just think about 20 or less miles road from Nsawam to Suhum junction, which was started by Kuffour's government. To date it takes almost 3 hours to cross that path if you value your car. The government housing complex at Koforidua which was started by Kuffour's regime has left to rot.
I don't think NDC is a patriotic government because the achitect of the NDC party (Mr. Rawlings)was once against homes with two toilet facilities. How do you place a head of state in history who could announced on the National Radio to incite people to boycott Appiah Menkah's products? Is this a patriotic individual? Honestly General Acheampong played a meaningful role in the country's history. He had his faults but comparing him to governments after his regime, he was not selfish but had the country at heart. He was vilified because of the corruption that was rife in high places, the agitation for democracy in place of the military regime, and UNIGOV. He was seen as crude and of low intelligence.
With hindsight, he was a better leader than some of the leaders we have had. He was certainly better than Afrifa and Ankrah. It is interesting that Bishop Akwasi Sarpong, one of his fiercest critics, recently suggested consideration of a no-party system of democracy as mooted by Kutu in UNIGOV. Given the polarisation of the country under the present multi-party system, UNIGOV does not look out of place at all.
Kutu did not deserve his fate. he remains the forgotten man of Ghana politics. History will judge him more kindly.

I was shocked when they were summarily executed by Rawlings and his pose. I enjoyed my secondary school years under Acheampong and I remember joining a student volunteer force to harvest corn for various farmers. It was the best of times and may the souls of Acheampong and the other military officers killed by Rawlings rest in peace.

It really shocks me to read that some people can give credit to Mr I. K. Acheampong after all the evil that he did to this nation Ghana. Don't get me wrong; I wish he were alive to see for himself how deep he and his cronies plunged Ghana into the abyss of moral decadency. The writer started by acknowledging that "Acheampong always evokes such synonyms as Kalabule, Golf cars and women etc. Granted that the late Acheampong had all these attributes..." He then went on to list some or most of the physical and material achievements of this man. Acheampong plunged the country into the worse of moral decay from which we have not been able to recover as a nation. Yes, I lived through the reign of Kutu, and my heart is filled with sorrow when I reflect on how we as a people sank so low. A nation is built on a moral strength of her people and nothing can be better than that. Since the time of Acheampong Ghana has not been able to recover from her moral decay. But all evidence are pointing to the fact that most of the killings of the Rawlings era were all more or else were of revenge killins or were politically affiliated one way or the other.
For example it was reported that after the capture of Rawlings in the first failed coup Acheampong like Afrifa had adviced the head of State at the time to execute him because he was a dangerous man, out of this anger Rawlings and his boys decided to pay them back by killing them.
Then other Ghanaians were also involved when they encouraged them on by shouting let the blood flow.

Above all his achievements you have outlined.......he also encouraged and created a lot of entrepreneurs who created jobs for our citizens at the time. Nmaely, the likes of Siaw-Tata Brewery, Boakye matress, Mensah (Herbert's dad), Ahomka Lindsays etc, and many more others I may have left out.
He also contibuted enormously to the Akosombo, Juabeng, Tema (Dumas) textiles industries - which created several jobs for Ghanaians. They even flourished so much so that, great football teams were generated out of these manufacturing industries with the likes of Akotex, Juantex, Dumas Boys etc. etc.
And more importantly, most of his infracstructural developments plus all the affordable housing initiatives were carried out by GHANAIANS!
In addition, the PWDs, SCCs (State Construction Company), ACCs - Accra City Council, State Housing Corporation (SHC), Black Star Line (shipping), Ghana Airways and many more others, were functioning efficiently under his watch.........
Fast forward from then to 1983 till this present day and let any Ghanaian honestly tell me that, apart from Osagyefo,......which of our so-called leaders have ever achieved all the feat that this GREAT man, KUTU ACHEAMPONG managed to achieve.
None of his achievements were done with a begging bowl in hand, going round the world for funding. He did his best to generate funds from our rich natural resources to do most of
them.(plese correct me if I am wrong here).
And here we are today, with the so-called democracy of so-called leaders taking 10% off investors to construct everything on our behalf.
Nothing ever seems to work again and worst of all - corruption and inefficiency has become the norm in our society in such a way that, truthfulness,. integrity, honesty and sincereity are all frowned upon and seen as being a fool. Oh! Ghana!.....

I started my article by saying that, this son of our dear land, was just human trying to do what he thought was best for his people and country and shouldn't have died such a shameful death at the hands of John Jeremiah Rawlings and those junior officers by firing squad in 1979.
I was just ten years but stay remember those strange chills and shivers that engulfed my whole spin as these nine to ten able body Ghanaians, I mean, generals and major generals of both the Ghana Army and Police forces like Major General Odartey Willington, General I. K Acheampong and Lit. Colonial Amedumey and others, were tied to trees both hands and feet and killed like animals by these angry and disgruntled errand boys in the air force led by Rawlings.
If I may ask, what was the mind set of Jeremiah Rawlings at that particular time of his life? Till today, if I ever developed hate for any other human-being (a thing no person have to memories), it would be because of Rawlings. And this is my truth regardless.
This man's heart was feel with so much hate for his fellow human to an extent that those killings never stopped thereof. He, Rawlings, was also the brain-child of the execution of the three high court judges. The sad part of this story is that, one of those judges was pregnant at that time. These were people who had gotten up that unfortunate morning to go and do their work thus, following orders as their trade stipulates.
Again, Rawlings was the very first person to have instituted the culture of silence and censorship in any Ghanaian. And as if the curfews and day-light flocking of nicked women in our streets wasn't enough.
Brethren, John Jeremiah Rawlings is not only wicked, but also more vicious and unforgiven than Ingnius kutu Acheampong. Compare what the general was able to achieve in 7years to that of Rawlings almost 20 years and tell me who was smarter!
You wonder sometimes why Ghanaians have develop so much hate for one another and you may not be far from the truth. Rawlings came to the political scene having virtually nothing so hated the rich in society. He seized and imprisoned a lot of akans especially Ashantes because of their wealth and their control of the economy at that particular time. Ironically, he ended up not only enjoying an Ashante pussy, but also could be the man he is today as a result of the quick and smart thinking of an Ashanti-brain (wife).
Rawlings, I am a pride Ashanti and hear me; once you go Ashanti, you can never go back!!!.

My own view is that Acheampong had good intentions but as you alluded to, his main problem was that he fell prey to the human ill of CORRUPTION!!! That was his own undoing.
It is true that during his reign, certain nonentities (mostly women) suddenly became rich, notorious and arrogant. It was the time when "chits" were used to do business. By the time of his SMC, the military (who have no political mandate and are terrible at running a country) had become so rich, much to the detriment of the country.
They squandered a lot of inward investment for laudable projects for which Acheampong was famously quoted as saying "yentua". He plunged the country into needless debt. To add to this 'ego trip', he came up with the Union /government idea (which though sensible in some respects) was a way of allowing him to consolidate his power as a civilian (similar to Jerry Rawlings' PNDC concept that followed).
Any how, the "operation feed yourself" was a brilliant idea with early gains which unfortunately were not sustained.
The concept of "Estate housing" in all regions was his idea as well as building football parks and stadia in all regions. He also oversaw the "Regional Development Corporations" which again were a brilliant idea for decentralisation and regional/local government but was a mind field for massive corruption.
Indeed it was Acheampong's government which introduced the JSS concept as a pilot scheme and build model JSS schools with an emphasis on technical and skills/based education. Unfortunately these were not evaluated before Rawlings' scaling up of the programme which in my view has sent Ghana's education 20 years backwards.
All in all, Kutu Acheampong was a good man, but a poor leader and certainly oversaw the outbreak and infestation of Ghanaian society with corruption on a scale hitherto unknown in the country, and from which we still suffer today.
Those who criticise him and condemn him are right, but you are also right in calling for us to recognise his contribution to our national development.
I still think the regional development corps was more of a success than a failure and his housing projects laid the foundations for today's thriving 'middle class dwellings' in all our regions (but these are just my opinions).

We may pretend that the man is the only worst thing to have ever happen to this country and for that matter vilify him as we like but there is no gain saying or denying the fact that he contributed significantly towards the development of mother Ghana.
It is not my intention to enumerate his achievements in this piece but the challenge is in the court of those with negative view about the man to carry on their own research to find out whether the man was a total failure as a Head of State of this country.
I will like to throw a challenge to our intellectuals as well as our politicians to come together to brain-storm to find out whether an acceptable form of government could be fashioned out of Gen. Acheampong's UNIGOV idea so that we could have a better form of government in the near future. We need the form of government where the mass of our people will feel part and parcel of it. The present Party Politics in Ghana has almost succeeded in polarizing our country than uniting it.Most people do not want to identify with governments formed by different political parties apart from their own. This development is not good enough for our nation. We do not have to copy blindly other's system of government if it will not yield the kind of dividend we all desire.
Gen. Kutu Acheampong and the others were tied to the stake and shot to death for their perceived corruption. The question we must be asking ourselves as a nation today is, have we performed any better when it comes to the issue of corruption?.Are the death of those who were killed for corruption worth it? Considering the magnitude of corruption in our country today, are we to suggest that those who are deeply buried in it be tied and shot to death as was done to Gen. Kutu and his colleagues? The answer is simply no. The best thing to do is to reform the institutions responsible for fighting corruption to discharge their duties to the best of their abilities.
Gen. Acheampong and his colleagues were not the worst offenders of corruption in this country but had to die due to the circumstance of the time and may be fate.Let us learn some useful lessons from our past and move on solidly as One Nation, One People with a Common Destiny. We shall overcome some day.

To add to his achievements, I wish to remind Ghanaians that Acheampong set up the Ghana National Reconstruction Corps (GNRC), a true Youth in Agriculture Programme which engaged our unfortunate brothers and sisters who either did not have formal education or whose education truncated somewhere along the line through no fault of theirs to teach and rope them into mechanized agriculture to do away with the drudgery of hoe and cutlass agriculture which the Youth were running away from. As a result of this noble idea, we never had the phenomenon of Kayaye and dog-chain sellers in our cities until "Almighty" Rawlings came to truncate that noble idea without thinking through it. Is it therefore surprising that the phenomenon of Kayaye and Armed robbery started rearing its ugly head in our dear country which I personally consider a National disgrace? When later the government Rawlings set up tried to bring this idea back in the guise of National Youth Employment Programme, now termed GYEEDA, what have we seen and are hearing? Hate him or love him, Achempong is the greatest Head of State after Nkrumah judging by his developmental and social programmes he bequeathed to this dear country of ours PERIOD.

Also the Dawhenya irrigation project was not Acheampong's idea but a stunting of the orriginal project. Kutu was not entirely dstitute in development ideas but his disregard stems from the fact that it was during his rule that the image of Ghana and Ghanaians sank to its lowest ebb and Ghanaians were ridiculed the whole worl over. You would know this if you travelled outside the country at that period.

The positive sentiments expressed in this forum about Kutu make me smile. Certainly, there were no such views among students during his regime. 'A luta continua' was the order of the day as we fought running battles with the military and the police.
A luta triggered a chain of events which led to our present-day democratic dispensation. First Kutu formed the Supreme Military Council from the National Liberation Concil. Then he was removed from office in a palace coup, giving way to Gen Akuffo. Another coup saw Rawlings in power, and general elections being held which usshered in the 3rd republic with Dr Hilla Limann as President. Rawlings was back in power on 31 December 1982. He stayed for 19 years transforming the revolution into a democracy, and usshering in the 4th republic.
Kutu was one of our most honest presidents. He stated as his reason for the coup against Busia that 'Even the few amenities we enjoyed were taken away.'

Acheamnpong was a good man who had the development of Ghana at heart but as in the case of most leaders, he was disappointed by his appointees and hangers on. He was blamed for corruption at the time. Till date very little information is available about the quantum of wealth he accumulated. The Lesson here is that despite the fact that we are practicing an Executive Presidential democracy, when it comes to corrupt practices the focus must be cast wider especially on the appointees and the hangers on.
