Ghana Police Service simply lack the skills and technology in fighting e-crimes. Ghana's cyberspace is not being policed by the Government, and that's why most Ghanaian and Nigerian fraudsters are virtually turning Ghana into a source of major 'fraud scams'. The daily 'fraud scams' emails sent from Ghana and by people purported to be Ghanaians is denting the county's reputation and image.
What the Government of Ghana is not envisaging or realising is the fact that in this Internet Age, Cyber-crimes have gone past "credit-card fraud". The West and other major Developing countries are fast developing their Cyber-Warfare capabilities to attack their adversaries. There's a growing threat of attacks to Ghana's internet service, banking system, national security and electronic communication systems by hostile nations, terrorists and organised criminals. Combating the threats of cyber-attacks and fighting e-crimes are not easy tasks. The Government of Ghana must invest heavily in a Police Cyber-Crime Unit. To even minimise the threat of cyber attacks and combat e-crimes, the country needs state of the art computer technology installation, and recruit professional IT experts. The Police Cyber Unit should be trained in digital crime detection and equipped with digital forensic skills. I do agree the Government should make efforts at recruiting some of the exceptionally talented teenagers involved in "419" to use their hacking skills in fighting e-crimes in Ghana.

You just have a layman's passing knowledge of cyber crime, yet throw together jargons and 419 to falsely claim authority of this topic, while burying your ignorance in another insipid article to endear yourself to your dwindling readership.
First, note that there's absolutely NO cyber crime in Ghana. Ghanaians are not computer savvy enough to commit a cyber crime.
The mass emailing or Spam is nothing sophisticated to be considered a cyber crime. Infact, it's perfectly legal to send mass unsolicited mail with false content. The suckers who responds such false come-ons are the 10% idiots the mass marketing strategy is aimed at.
Also note that criminal strategy to swindle mostly foreigners, named after the Nigerian penal code, section 419, started way before the advent of the Internet, as we know it.
The 419 scam precedes the Internet age. Most of those Nigerian solicitations started in the early 1980's through the regular post office mail. Infact it wasn't extremely successful at its inception when that scam wasn't well known.
The Internet and digital age transformed 419 to another level, as it reached millions of people around the globe at the same time. Again be reminded that sending mass mailing or spam is not illegal.
For being a scholar, I hold you to higher standard than any of the non Winneba authors here and find you disappointing all the time.
You opened your article with the statement:

How does that statement relate to sentence following it in the first paragraph. You didn't establish any relationship. That's bad writing.

Now let's have some tutorials on what constitute a real cyber crime:
When a tech savvy programmer, can send you a sinister applet, clone your server, and serve you Trojans and mirror you hard drive remotely to steal valuable documents, passwords etc that threatens your identity and finances, that is considered cyber crime.
When a tech savvy programmer can crack you wireless connection and clone your hard drive, or that of a bank or major financial/commercial institution to retrieve credit card account numbers and passwords, that's a cyber crime.
The low tech crime of misrepresenting oneself to lure unsuspecting paramours and underage kids is considered a crime, not a cyber crime. This is because the crime takes place outside of cyberspace.
Luring a minor from a chatroom or Facebook for illicit encounters will draw a criminal charge that has nothing to do with cyber crime.
Selling stolen items online is not a cyber crime but real life crime without the qualification of cyber crime.
Engaging the illicit services of a prostitute online or on the street bears the same charges in court without the definite qualification of "cyber crime', because the infraction is the crime, regardless of the space it take place.
Perverts who solicit minors online to engage in illicit lewd behavior are not charge with "cyber crime" but the criminal offense on the books for aiding and abetting minor delinquency etc. This is the case in the USA.
Advertisers send millions of junk mail daily, with all kinds of fantastic claims, such as erectile dysfunction and pills for every ailment. It's all perfectly legal, as our Ghanaian brothers are doing. Should they score a hit to lure someone to Ghana and unable to fulfill their end of the deal, that's when they can be arrested.
You cannot arrest anyone for sending mass email. There's no law on the books in Ghana against cyber Sakawa, a perfectly legal endeavor.
419 preceded the Internet so rewrite your article.

Regarding US incomes, last I remember the US President's income technically is $400,000. How many US doctors and lawyers make such an income? You won't be able to touch the level of income most of the nation's CEOs of major companies make, not to mention their bonuses, but do the math:
$10,000 per week times 52 weeks is? Would such an income help you, your immediate family and your extended family improve plus reduce the US deficit?
