  i believe the writer needs a little practical experience to evaluate the cost of the theory what he is suggesting.
  Unless we wake up to see that waste is another resource which can be converted to other useful products ...

  We agree there is a tad "too much theory" to the extent GIS can "help" solve the problem. Further, it does not appear the essay is set to Ghana's practicalities, and poten.

  Most phones now have GPS capability, Wi-Fi, or Blue Tooth.
  
  So, people using mobile phones to report locations where waste has accumulated and need removal would be a cheaper and effective alternative to other high cost GPS/Remote Sensing/RFID solutions.
  
  However, when reported by phone, there ought to be people ready to go to the site to remove the waste to send to the appropriate place, be it to a recycling plant, combustion plant energy purposes, or traditional waste dump (burial).

I am not the first to point out there is a great need to monitor, regulate, educate. reinforce. insist people and companies to STOP the illeagal dumping of human excrement- be it septic trucks dumping in the rivers and beaches. or people themselves releaving themselves in the same rivers and beaches. please I pray for change.
