People are not often attracted to "Letter to..." or epistolary articles.
The writer could just have written this as a straightforward article about the energy industry and the sector minister's behavior. There's no need for him to discuss the issue as a letter to the president. There's not much that is even epistolary about his relevant concerns which go beyond the President.
I guess more comments would have flown from the same argument presented in a straightforward article.
