True Democratintelligence has intercepted a document titled ‘NPP Strategy’ prepared by a task force put in place by Nana Akufo-Addo, the Presidential candidate of the NPP. The document which comprehensively dealt with covert and overt moves to win the presidential run-off was discussed at a meeting on Monday, December 15, 2008. The meeting was attended by some top-notch members of the party including some Ministers of State, Members of Parliament and some old guards. In the document, a deliberate and coordinated attack on the former President, Flt. Lt. J.J. Rawlings to provoke him to be talking in order to ‘boom’ has been carefully outlined.

In the ‘NPP strategic’ document discussed at the meeting and in the possession of True Democrat intelligence, the NPP campaign noted that the NPP propagandists and their agents in the media must be monitored and motivated to focus their propaganda on Rawlings controlling Atta Mills factors as the main campaign issue. The document also dwelt heavily on the need to buy out traditional rulers at all cost. It placed emphasis on the use of wives of chiefs to corrupt and bribe them to work for the NPP to turn the party’s fortunes around in the presidential run-off.

At the Monday meeting, those present reviewed the various strategies in the document point for point and received situation reports from some of the emissaries sent on special assignments. It was at the review stage that attempts to bribe the Omanhene of Cape Coast came up for review. Those sent on the diabolical mission reported back that every effort to get to the Omanhene through the wife failed as the revered wife would not fall for such cheap politics. She was said to have reacted angrily to the offers and the attempt by the NPP government to try to cheapen their status in the society.

Other important points contained in the NPP strategic document and discussed at the meeting has been the necessity to use soldiers to intimidate voters in NDC strongholds. The plan to deploy national security personnel in plainclothes and the Bureau of National Investigations (BNI) operatives as polling agents and possibly as returning officers in the Volta Region in particular was thoroughly discussed. At the meeting, a decision was also taken to ensure that fuel prices are further reduced to make the work of NPP foot-soldiers less cumbersome.

The NPP document stated that every effort has to be made to frustrate NDC polling agents in the Ashanti and Eastern region so as to facilitate stuffing of ballot boxes. This, the meeting noted has to be made possible through careful selection of security personnel who are known to be NPP party police to ensure that NDC polling agents are cowed into submission.

Another focus of the NPP strategy is to reconnect with the old guards of the NPP, who worked for them in 2000 and 2004. Mouth-watering cash hand-outs to assuage their anger has been prepared and the list compiled for specific regions with Ashanti, Eastern and Brong-Ahafo being the main targets of the monetary reward. At the review, this particular issue came up and those delegated to ensure a smooth implementation painted a gloomy picture of their reluctance. According to the intelligence sources at the meeting, the team in-charge was unable to present empirical evidence that those being wooed to return to the fold and assist with house-to-house campaign for the NPP have embarked on the campaign after readily collecting the money. The inability of the committee to update the task force on any positive development so far is causing nervousness in the camp of the NPP.

True Democratintelligence sources at the meeting where the implementation of the NPP strategic document was discussed and reviewed revealed the attendance of the following: Hon. Kennedy Agyapong (MP, Assin North), Hon. B.D.K. Adu (MP, Okere), Hon. Hanah Nyamekye (Dep.
