57 million cedis for political appointees

According to a source at the Auditor-General's Department "all the political appointees are paid 57 million cedis from the consolidated fund at the start of the appointment and it captured in the books as salary arrears."

The question is arrears for what?

How could new appointees be paid salary arrears for work they have not done?
