2. Was the lights on the bus working to see the vehicle ahead. When was the last time the driver was made to undergo mandatory eye examination by management. Was the driver encouraged to rest during the day so he drive rested.
3. Are we not sure that the team was in conversation or partially asleep.
4. Administrators/HR should equally be blamed for some of this issues. In an attempt to cut cost we lose out on a lot of issues.

The amazing thing is our institutions entrusted to handle road safety now thinks the best solution to prevent accidents of this type is to set up a National ( Noboa) insurance scheme to tow all fixed vehicles on our roads? Instead of looking at the whole issue of Road Safety in a more holistic way , we tend to shut gun solutions. Shoot and forget and nothing gets solved. At the end of the day , vehicles, fixed or moving do not cause accidents. It is individuals and people who cause accidents! So we must enforce the laws on the books to hold people whose behaviors and activities result in accidents for proper deterancce behaviors? Again vehicles don't cause accidents. It is human behaviors that cause accidents!!!

A driver needs just 1.5-2 seconds to react. I a driving is keeping the approapriate speeding distance and following distance he should be able to steer off in these situations. This is why in America, if you hit a person with a car, it's a compulsory jail time as soon as the police arrive to examine for driving under influence and all that. There are few things i suspect happened; Speeding, Tiredness, panicking, not following approapriate breaking and speeding distance or not paying attention.
It's about time the DVLA impose compulsory defensive driving courses to be aware of these technicalities of driving.

The only other thing that could have happened in addition to the overspeeding could be that the truck did not have functioning tail lights. The bust Driver could also have been dosing, and you would not expect him to tell the police that he was dosing. This is not the first time vehicles have crushed into the rear of moving vehicles. This happens everywhere, including the advanced countries, so people should stop this propaganda about towing vehicles. Yes, we will need to tow broken down vehicles from our highways, but not on the draconian and cheap money-making manner the DVLA wants to force on us.
